IHRA Definition of Antisemitism

The IHRA’s working definition of antisemitism defines it as "a certain perception of Jews, which may be expressed as hatred toward Jews. Rhetorical and physical manifestations of antisemitism are directed toward Jewish or non-Jewish individuals and/or their property, toward Jewish community institutions and religious facilities."

  • Targeting Israel as a Jewish Collectivity: Criticism of Israel comparable to that leveled against any other country is not antisemitic, but singling it out as representative of Jews is.

  • Conspiracy Theories: Accusing Jews of conspiring to harm humanity or being the root cause of societal issues.

Definition: The transition from verbal threats to physical actions targeting Jews or Israel.

  • Examples:

    • Vandalism of Jewish properties.

    • Physical assaults on Jewish individuals.
